Hello. I had the same issue. I fix doing the following steps:

In Anaconda Navigator --> File --> Preference
Click on 'Configure Navigator'
Add your [VS Code Path] in your 'vscode_path' variable. (Ex in my case: D:\Users<User>\AppData\Local\Programs\Microsoft VS Code)
Set 'vscode_enable' to True
Save it and restart Anaconda Navigator
Then you can launch Visual Studio Code from Anaconda Navigator, including the corresponding environment variables.
